Deputy Prime Minister Tran Hong Ha said that in order for Hoa Lu to become a "Millennium Heritage City," a unique and exemplary urban area in the Asia-Pacific region, local authorities, the business community, and every citizen need to adopt a new vision, mindset, and creative approach.
He urged Ninh Binh to refine the urban development plan for Hoa Lu to match the scale and model of a heritage city, positioning it as a cultural-industrial hub with a 100-year outlook.
The city’s development plan should carefully define areas to preserve and protect, while also designating zones for modern urban development, to ensure a harmonious blend of traditional values and modern progress, Deputy PM Ha said.
He emphasized the importance of investing in green infrastructure, clean energy, digital infrastructure, and smart technologies. Priority should be given, he said, to expanding urban cultural spaces, particularly public cultural areas that cater to the creative and recreational needs of the community.
