On January 24, Russian President Vladimir Putin declared his willingness to negotiate a resolution to the conflict in Ukraine.
On February 4, Zelensky also indicated his openness to direct talks with Putin if no other options remain.
In October 2022, Zelensky had signed a decree refusing negotiations with Russia as long as Putin remains in power.
