Under the updated scenario, GDP growth in the second half of the year must reach 11.9%, much higher than the economy's average growth rate over many years. This ambitious target will require ministries, sectors, and localities to take strong, comprehensive, and decisive actions to create a breakthrough in the remaining months of the year.
