The top leader addressed a national hybrid conference on Monday to study, disseminate and implement the Resolution of the 14th Party Central Committee’s second plenum, which was connected to 36,323 locations in all 34 provinces and cities nationwide and involving nearly 2.2 million participants. In his remarks, Mr. Lam said resolution implementation must create clear changes throughout the entire political system and spread as a driving force for development throughout society.
Achieving double-digit growth requires strong determination and innovative approaches with both macro and micro levels on the right track, General Secretary and President To Lam said. He urged for a focus on unleashing productive forces and mobilizing resources within the people, ensuring that every citizen, every family, every business, and every enterprise becomes a stakeholder of growth.
“Real growth must be generated from both top-down and bottom-up directions, across every link of the economy, from each household, each small business, each production facility, to every enterprise. When the internal strength of the people is unlocked and connected with state resources, such as infrastructure, markets, technology, training, credit, and development planning, the economy will have a solid foundation for sustainable growth. We must create a development environment so that millions of people can benefit,” the top leader said.
At the conference, delegates listened to regulations on implementing the Party Charter; inspection, supervision and discipline; political and ideological work; strengthening the Party’s leadership in combating corruption, wastefulness and negativity; and socio-economic development, finance, public investment and public debt management for the 2026-2030 period.
