Mr. Chinh, who is Chairman of the Central Council for Emulation and Commendation, made the remarks at the municipal Patriotic Emulation Congress for the 2025-2030 period, which coincided with the 71st anniversary of the Capital’s Liberation Day (October 10).

“Emulation movements have been an important driving force behind the capital’s growth, reaffirming its role as the country’s economic locomotive. The city’s landscape has markedly changed with many key national infrastructure projects. Hanoi continues to lead the country in multiple areas — culture, education and training, science and technology, public welfare, and administrative reform — while the efficiency of local governance has improved,” he said.

The Prime Minister expressed his hope that the 600 delegates at the Congress would continue to shine as examples of excellence, intelligence, and dedication, serving as the core force in patriotic emulation movements across agencies, sectors, and localities.

“Hanoi must be a place that nurtures talent, unleashes intellect, spreads humanity, harmonizes with nature, and advances with the times,” he said.

At the Congress, Prime Minister Chinh presented the National Emulation Fighter title to Emeritus Teacher, Dr. Pham Xuan Khanh Secretary of the Party Committee and Rector of Hanoi High Technology College, and Emeritus Teacher, M.A. Dao Thi Thuy, Rector of Doan Thi Diem Primary School.

Hanoi Party Secretary Bui Thi Minh Hoai and Vice President Vo Thi Anh Xuan also awarded the title “Outstanding Citizen of the Capital City 2025” to ten individuals.
