Binh said the Resolution must clearly define principles and policy frameworks, refer to international experiences to help the Government develop specific decrees and regulations aligning with global standards. While the Resolution aims to create outstanding mechanisms and policies, it must also ensure the controls and assessments of its impact on the economy.

He urged Ho Chi Minh City and Da Nang to prepare infrastructure, technology, and human resources for smooth operations. The draft Resolution is set to be submitted to the National Assembly for approval at the 9th session of the 15th National Assembly in May.
