General Secretary To Lam, State President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, Standing Member of the Party Central Committee’s Secretariat Tran Cam Tu, along with 350 delegates representing more than 67,000 Party members across the Public Security Party Committee attended the Congress.
During the 2020–2025 tenure, the People’s Public Security Force successfully fulfilled its goals and tasks, effectively safeguarding national security, maintaining social order and safety, and strengthening the building of the Party and the People’s Security Force. The Central Public Security Party Committee led the implementation of measures to build a revolutionary, professional, elite, and modern force, achieving many significant results.

In his address, General Secretary To Lam emphasized five key tasks for the 2025–2030 term, focusing on consolidating a peaceful and stable environment, building a disciplined, safe, and healthy society; closely following domestic and international developments, making prompt policy recommendations, and firmly protecting national security in emerging domains such as digital sovereignty, border economic security, cybersecurity, information confidentiality, and data safety in the digital transformation process.
He also highlighted the need to prevent new forms of threats, including unmanned robots and cyber warfare, enhance the protection of the regime and ideological and economic security, and resolutely resolve complex social and security issues in strategic locations.

The Party leader said: "We need to strengthen our capacity in all aspects to ensure security and order and harness advanced technologies, particularly artificial intelligence, quantum science, and other strategic innovations in defending national security. We need to bolster the role of commune-level police and security force at the grassroots level, promote international cooperation and international integration in security, consolidate political trust with partners, minimize external plots against national construction and defense, and expand the nation’s living and development space."
