In his address, the General Secretary emphasized that over the past eight decades of development, combat, and victory, generations of commanders, officers, soldiers, and defense personnel of Military Region 4 have upheld the spirit, intellect, and strategic military art of the Vietnam People’s Army, achieving numerous glorious feats in the struggles for national liberation and in the cause of national construction and defense.

The General Secretary urged Military Region 4 to thoroughly grasp Ho Chi Minh’s military ideology and the Party’s defense guidelines, particularly the strategy for safeguarding the Fatherland in the new context and the breakthroughs adopted by the Party Committee of Military Region 4 at the 12th Congress of the Party Committee of the Vietnam People’s Army. He requested Military Region 4 to proactively improve combat readiness, strengthen unity with local Party committees, authorities, and people, and promote overall strength to consolidate the all-people national defense posture in close connection with people’s security.

He emphasized the need to strengthen national defense, prevent and repel hostile forces’ sabotage plots, and ensure a peaceful and stable environment for socio-economic development.
General Secretary To Lam called for developing Military Region 4 into a revolutionary, regular, elite, and modern armed force, with political steadfastness as the foundation for enhancing overall strength and combat capability. He also highlighted the need to reform and improve political education and military training quality, strengthen discipline, skills, and tactics, and master all weapons and equipment, especially new and modern ones.
He underscored the importance of training for new forms of warfare, promoting innovation and digital transformation, and effectively implementing the criteria for building a modern army issued by the Ministry of National Defense.
The General Secretary noted that, regardless of how modern the weaponry may be, human factors remain decisive: modernization must first begin with the officers and soldiers themselves — in their mindset, competence, and ability to apply science and technology to master and fully utilize advanced equipment.

At the ceremony, General Secretary Lam presented the Ho Chi Minh Order to the armed forces of Military Region 4 in recognition of their outstanding contributions to the revolutionary cause of the Party and the nation.
