During a meeting with Viktor Zolotov, Director of the National Guard of Russia, who is on a working visit to Vietnam, Mr. Lam proposed that the two sides continue to promote meetings, contacts, information exchange, and experience sharing to effectively serve the cause of national construction, defense, and development, and contribute to peace, stability, cooperation, and development.

Mr. Zolotov praised General Secretary and President Lam for laying the foundation for cooperation between the Russian National Guard and Vietnamese agencies. He thanked the Vietnamese top leader for creating favorable conditions for the cooperation between the two countries and their respective agencies.

Both sides agreed to support the two agencies in expanding cooperation into sharing experiences, training, and education on maintaining security and order, counter-terrorism, and protecting key infrastructure.

They applauded the signing of the Joint Action Program for the period 2026-2028 during the visit, considering it an important legal basis for cooperation between the two agencies.
