Both leaders agreed to strengthen the good political and diplomatic relations between Vietnam and Russia. They stressed the need to effectively implement the agreements reached during President Putin's State visit to Vietnam in June 2024 and General Secretary To Lam's official visit to Russia in May 2025 and increase contacts and exchanges of delegations, especially high-level delegations.

The two sides emphasized their determination to elevate economic, trade and investment cooperation to a level commensurate with the good political relations and potential of each country and actively implement the Master Plan on Vietnam-Russia cooperation until 2030. They agree to further open markets for each other's exports; promote cooperation in oil and gas, energy, support the joint ventures Vietsovpetro and Rusvietpetro, accelerate negotiations on nuclear power cooperation agreements.
The two sides also agreed to strengthen cooperation in defense-security, military cooperation, marine scientific research, cyber security, satellite Internet control, health, education-training, people-to-people exchange, transportation, and tourism, among others. They pledged to boost coordination and mutual support at major international and regional forums, especially the United Nations and the Association of Southeast Asian Nations (ASEAN).
