In his address, President Luong Cuong highlighted the exceptional importance of the event, saying it carries profound political, diplomatic, and national significance. He said all preparations must be completed at the highest possible level of excellence.

“We must ensure the event is conducted in a solemn, meticulous, professional, and absolutely safe manner. This is the first time a convention bears the name ‘Hanoi, Vietnam,’ making it an issue of exceptional importance. It is a responsibility entrusted to us by the Party, the State, and the people,” said President Luong Cuong.
