HCI+ is an enhanced version of the Human Capital Index, designed to provide a more comprehensive assessment of investment in people. Beyond education and healthcare, it measures how effectively human potential is translated into real economic outcomes, particularly employment and income.

According to the World Bank, Vietnam continues to stand out among economies at similar income levels, thanks to consistently strong education quality and high performance in international assessments. The labor market has also shown clear improvement, with a rising share of wage employment, reflecting a positive shift from the informal sector to more productive industries.

Another notable strength is Vietnam’s efficiency in utilizing human capital. The HCI+ report indicates that the country is more effective than many of its peers in translating investments in education and healthcare into tangible economic growth.

In Southeast Asia, Vietnam is considered among the economies with competitive human resource quality, especially as it transitions toward a growth model driven by skills and innovation.
