The “four nos” policy entails no military alliances, no aligning with one country against another, no foreign military bases or use of Vietnamese territory against other countries, and no use or threat of force in international relations.

Sen. Lieut. Gen. Chien said Vietnam consistently pursues a foreign policy of independence, self-reliance, peace, cooperation, and development, and is always ready to be a friend and a reliable partner of all countries.

To reduce military tensions and build long-term trust, he proposed solutions including adherence to international law; promotion of multilateralism; respect for independence, sovereignty, and territorial integrity; and enhancement of transparency regarding military policies, strategies, and activities.

On the sidelines of the event, the Vietnamese Ministry of National Defense delegation also held bilateral meetings with representatives from Malaysia, Singapore, and Turkey.
