Colonel Nguyen Tien Dung from the Military Hospital No 354 said the socialist state of law must promote anti-corruption and attract talents working in the judicial and law enforcement sectors: “The State of law must recruit the best people to work in the judicial sector. Besides anti-corruption, we must make transparent our personnel work. Retaining incompetent people cannot build a state of law.”

Former President of the Vietnam Fatherland Front, Tran Hoang Tham, said the building of a state of law must be carried out in all executive, legislative and judicial branches: “The 12th Party Congress must renovate the political system and state apparatus with economic growth and Party building remain key issues. Party leadership, an accountable political system and the management of the socialist state should be promoted.”
