Nguyen Dang Thang, Director of the Law and International Treaties Department of Vietnam’s Foreign Ministry, told a recent discussion at the International Court of Justice (ICJ) on climate change that countries have the obligation to prevent harms to the global climate system, engage in cooperation in responding to climate change, and adhere to the principle of Common But Differentiated Responsibilities.
Countries severely affected by climate change, especially developing countries, should be consulted to identify their needs and work out remedial measures. These efforts should include financial support, capacity building, and technology transfer to restore the environment and enhance adaptability, Thang said.
Vietnam was among the 18 states of the core group promoting the adoption of a UN resolution last year, which requests the ICJ provide an advisory opinion on the obligations of states in respect of climate change.
