The inaugural speeches by the State President, the Prime Minister, and the National Assembly Chairman have reflected a clear mindset for modern governance and decisive execution with a strong commitment to steering the nation forward.
The 2026-2031 term opens up historic opportunities demanding breakthrough progress, deeper integration, an elevated global standing, and rapid, sustainable, and inclusive development that improves people’s well-being.
Aspiration to serve, taking the people as the root
The inaugural addresses reflected a strong sense of responsibility and an acute awareness that honor comes with duty, and power must go hand in hand with accountability.
The oaths taken under the sacred red flag with a yellow star before the National Assembly and citizens nationwide were more than ceremonial, they represented a political commitment to act in the national interest for the nation’s development and for the prosperity and happiness of the people.
The unifying force linking the intellect and mettle of the leadership is aspiration and the vision of building a “strong, prosperous, civilized, and happy Vietnam” by 2045.
The three newly-elected leaders emphasized the spirit of service. Party General Secretary and State President To Lam reaffirmed the principle that “the people are the root,” stressing that the ultimate goal is for all citizens to benefit from development outcomes. Prime Minister Le Minh Hung pledged to build an “enabling and service-oriented” government that is transparent and accountable. National Assembly Chairman Tran Thanh Man vowed to devote himself fully to ensuring the legislature effectively fulfills its role in building a socialist rule-of-law state.
The leaders’ combined commitments create a powerful synergy. When the aspirations of the leadership align with those of nearly 100 million citizens, a renewed national momentum emerges.
As General Secretary and President To Lam said: "We cannot let the country to fall behind, nor should its people miss development opportunities. Decisive action must be made for a bright and sustainable future. With international support, Vietnam will certainly continue writing new and remarkable chapters in its development path, and fulfill all set targets."
Development driven by science, technology, global trends
Another shared priority in all three speeches was a strong emphasis on development grounded in science and technology. The leadership for the 2026-2031 term has clearly defined a development path based on modern governance models aligned with global trends.
General Secretary and President To Lam underscored the importance of fostering a new development ecosystem where “science, technology, innovation, and digital transformation serve as the primary drivers”. This is a critical shift from resource-based to knowledge-based growth.
Prime Minister Le Minh Hung set an ambitious “development mandate,” targeting an average annual GDP growth of 10% or more. That ambitious goal reflects a strategic vision that recognizes that breakthrough growth is essential for achieving strategic autonomy and enhancing Vietnam’s global position. The government has identified science, technology, innovation, and national digital transformation as top priorities and key drivers for boosting productivity.
Prime Minister Hung said: "Every government member must match words to action and use modern, proactive, and flexible governance methods to fulfill their responsibility to the Party and the people."
National Assembly Chairman Tran Thanh Man highlighted the need to innovate legislative thinking, build a “digital National Assembly,” and use artificial intelligence to ensure policymaking stays ahead of development needs and paves the way for progress.
Mr. Man said: "I pledge to devote my utmost effort to serving the Fatherland and the people; to work alongside the National Assembly, its Standing Committee, its bodies, and all deputies to advance reform, accelerate the application of science and technology, foster innovation, build a digital National Assembly, and harness artificial intelligence, thereby enhancing the quality and effectiveness of our operations. I am committed to matching words to action, acting promptly, acting correctly, acting effectively, and seeing things through to the end."
Despite addressing different domains, all three speeches point out a commitment to service, a spirit of dedication, and a determination to innovate. Those shared values will be the backbone of a unified political system in the new era.
History has shown that each stage of national development is shaped by sound decisions and leaders willing to think boldly, act decisively, and take responsibility. With a newly consolidated leadership, strong political will, and broad consensus, there is solid ground for confidence that Vietnam will continue to write new and remarkable chapters, driven by intellect, mettle, and aspiration.
